EXECUTIVE DIRECTOR (ED)

Represents the commander at all general officer and Senior Executive Service level meetings in his absence. Serves as the senior civilian within the Air Force Operational Test and Evaluation Center. Provides executive direction requiring unusual managerial competence and acquisition expertise to plan, execute, and control broad and complex weapon system programs in consonance with the Air Force Acquisition Executive, higher level program directives, and diverse operational test requirements. Assesses policy, program, and project feasibility and progress in terms of the stated performance goals and objectives. Gives executive-level direction to subordinate organizations, and advises the commander on the feasibility of actions proposed or directed to resolve pressing problems. Conducts independent assessments of selected operational test programs, mission areas, or functional areas at the center. Maintains cognizance expertise, stature, and experience necessary to serve as the senior interface between the center and using commands, other services, agencies, allied partners, industry, and the scientific community, and assists the commander in the definition and improvement of organizational interfaces. Formulates plans for the commander to implement new policies for the management of operational test and evaluation activities. Determines program goals and develops implementation plans.
