A-3 serves as the Center’s focal point for operational test and evaluation operations. The directorate provides recommendations to the AFOTEC Commander on operational test scope, resource allocations, and assignment of programs. A-3 also provides direction for OT&E early influence, initial test planning, planning, execution, reporting, and closeout activities to ensure and enforce process and product standardization. The directorate leads development and implementation of AFOTEC guidance, including standard work process and procedures, to assess and evaluate implementation of national, DoD, and Air Force security policies and directives intended to enhance cyberspace capabilities accomplishing assigned missions. A-3 maintains awareness of all operational test programs progress and current status. The directorate leads, guides, and assists AFOTEC detachment leadership and test teams as well as headquarters staff to promote understanding of operational test activities and initiatives. A-3 ensures operational test program products comply with applicable AFOTEC guidance and standard work processes and procedures. A-3 is also the AFOTEC executive agent for responsive, appropriately tailored, and standardized reports, ensuring conclusions are credible and capabilities and limitations are clearly outlined.
